Protecting Critical Infrastructure When Disruption Crosses Borders
- Date
- Tuesday 3 November 2026
- Time
- 13:00 – 16:00 UTC
- Where
- Online via Zoom
This consultation focuses on cross-border dependencies, the obstacles to detecting and containing incidents that span jurisdictions, and the challenges of sharing information across borders. It brings together infrastructure operators, incident responders, technical experts and researchers to identify practical options for States.
Programme & Structure
The three-hour consultation is organised around three interconnected segments:
- 13:00 – 14:10 UTCOpen
Dependencies, Detection and Coordination Across Borders
Briefers will examine how a single incident can affect several countries through cascading consequences, shared systems and suppliers, or infrastructure spanning multiple jurisdictions. Drawing on recent cases involving interconnected services and critical infrastructure sectors, they will discuss the practical challenges this poses for detection, containment and coordination and what has worked in practice.
- 14:10 – 15:00 UTC By application
Policy Discussion: From Technical Reality to Shared Expectations
Participants will consider how the framework for responsible State behaviour applies to cross-border disruption, where its application remains unclear in practice, and what the Global Mechanism could do to strengthen international cooperation, drawing on lessons and good practices for protecting critical infrastructure.
- 15:00 – 16:00 UTCBy application
Facilitated Breakout Groups: Building Practical Options for States
Following the policy discussion, participants will work in small groups to identify the cross-border challenges that most require collective action by States, and the priorities States could take forward through the Global Mechanism in December.
Registrations for the policy discussions are reviewed to ensure relevant technical and policy expertise, gender balance, regional representation and diversity of stakeholder groups.
